The Southern African Confederation of Agricultural Unions (SACAU) identified climate change as a significant threat to their beef producing members in arid countries. With support from German development donor GIZ, Trioss was commissioned to assess the current capacity throughout the beef production value chains of Botswana and Namibia. Specifically the capacity required for resilience over the next 20 years and to prioritise interventions required to take current capacity to required capacity.
The process identified the key decision makers and decisions in the value chains of each country including; public, private and third sector actors. It also assessed likely climate change impacts in key production areas and current practice. The team were guided by the CaDD metric to assess the current capacity of decision makers to build resilience into their decisions and actions and where further capacity was required.
Key findings identified areas of already useful capacity and clear steps that could be taken to develop it. The first priorities were to achieve resilience to current conditions in the face of significant range degradation from current practice.
SACAU and GIZ included the analysis in their strategy review and built a programme based on the findings.
